About Alina

Alina Solodchikova is principal and leader of the tax controversy practice in Washington National Tax at RSM US LLP. A former attorney for the Internal Revenue Service (IRS) with a master’s degree in taxation, Alina draws on deep professional experience to assist RSM clients with tax controversy and procedural issues.


Experience

As national leader of RSM’s tax controversy practice, Alina advises on tax practice and procedural issues clients face during IRS examinations and represents clients before the IRS Independent Office of Appeals. She also advises on alternative dispute resolution options such as fast-track settlement/mediation, appeal settlements and post-appeal mediation. In addition, she provides advice regarding IRS penalty abatements, section 9100 relief for missed elections, and both formal and informal refund claims. Alina also advises clients on international tax controversy issues, specifically with regard to voluntary disclosure programs under the Foreign Investment in Real Property Tax Act (FIRPTA) and the submission procedures for delinquent international information returns and delinquent foreign bank and financial accounts reports (FBAR). Alina has strong knowledge and understanding of IRS collection procedures (lien, levy, collection due process hearings) to help resolve clients’ IRS issues.

Alina’s vast technical knowledge and in-house experience with the IRS Office of Chief Counsel enable her to assist clients with their most complex controversy issues. At the IRS, she served as lead counsel on the procedure and administration team, successfully litigating cases before the Tax Court. Prior to her work with the IRS, she practiced tax law at a boutique Manhattan law firm.

Alina teaches various tax technical courses and regularly represents RSM at internal and external tax industry conferences hosted by organizations such as the American Bar Association, the American Institute of Certified Public Accountants and the Tax Executives Institute. She develops and publishes firmwide guidance and educational materials to support RSM professionals in the field offices.

Born and raised in Russia, Alina attended college and law school in her home country and came to the United States in 2002. She is a former classical piano player and an avid tennis player with high hopes for the tennis careers of her boy/girl twins. She participates annually in RSM’s volunteer day with her twins and serves as a volunteer at their school.
