The One Big Beautiful Bill Act (OBBBA) makes significant changes to federal tax rules affecting state and local taxes (SALT). With changes introduced to the “Big Three” business tax provisions, a modest increase to the SALT deduction limitation, and the phasedown of clean energy credits, individuals and businesses must rethink their planning strategies. At the same time, federal funding remains unpredictable, and an increasing share of financial responsibility is shifting to the state level.
